16/06/2003 (Agence Europe) - The Guardian predicts that Secretary to the Foreign Office Jack Straw will state on Tuesday in a speech that the European Convention has started up a process ensuring that the EU Member States will in future be "anchored" to the Union. For the first time in fifty years, there will be a return of power from the European Commission to the governments, Mr Straw will say, defining the EU Council as a "Council of nations".
