01/04/2003 (Agence Europe) - Last week, the European Parliament adopted the reports of Gianfranco Dell'Alba (Radical, Italy), approving the amendments of the constitutive acts of the Community organisations resulting from the provisions from the new financial regulation of June 2002. Mr Dell'Alba had initially recommended that the EP suspend the procedure in order to exert pressure on the Council with regard to the subject of assigning seats in the new European agencies but in the end he was obliged to support the Presidency's arguments. According to the latter, the absence of a Parliamentary opinion would have blocked the implementation of the financial regulation in the agencies while the issue of seats would have apparently remained far from being solved. Mr Dell'Alba did, however, obtain a Council declaration stating that it is "highly desirable that the competent bodies do everything for resolving the issue of the new agency seats definitively, as soon as possible".
