24/03/2003 (Agence Europe) - European Commissioner Michel Barnier said on Friday that "European division over Iraq is Europe's greatest crisis" of recent times, and that "the time has come to build a common foreign policy. There needs to be a place in Brussels that would be like a foreign ministry". Barnier was speaking in Paris at the "Springtime of Europe" Day, organised by 5000 EU schools (to which we shall return).
