24/03/2003 (Agence Europe) - John Palmer, policy director of the EU Policy Centre, noted, in his analysis of the European Council of Brussels (the Brussels Summit - A Collateral Casualty of War?), the rather sceptical reaction of the British minister of European Affairs, Denis McShane to the proposal of re-launching defence Europe setting out from the Franco-German axis with Belgium and Luxembourg.
