Brussels, 18/03/2003 (Agence Europe) - Along with Fischler and Lamy's briefing on the Doha Round negotiations (see yesterday's Europe, p.14), the Commission's meeting on Wednesday will focus on adoption of a follow-up report on the December 2001 Green Paper recommending the setting up of a European prosecutor. According to spokesperson Reijo Kemppinen, the report repeats the Commission's conviction that revising the Treaties provided an ideal opportunity to establish a European prosecutor. The report calls on the European Convention to incorporate in the EU's Constitution the criteria for appointing and dismissing the European prosecutor, the main characteristics of the post and the tasks it would entail. Close sources suggest that the Commission's report confirms the guidelines set out in the Green Paper on the protection of the Community's financial interests - the European prosecutor would be an independent judicial body responsible for investigating and bringing to trial those guilty of damaging the EU's financial interests anywhere within the EU (see Europe of 12 December 2001). According to Stefaan De Rynck, spokesperson for Commissioner Barnier, the Commission on Wednesday will also discuss the new draft Convention Praesidium articles on the EU's finances (see yesterday's Europe, p.7).
