28/02/2003 (Agence Europe) - In a speech made on Friday to the European College of Natolin in Poland, the Danish Prime Minister, Anders Fogh Rasmussen, gave an idea of his view on electing a President of the European Council. He considers that the idea is good if "there are strong assurances" of equality between small and large countries. Subsequently he suggests setting up three electoral groups formed from large, medium and small Member States with the President of the European Council rotating between these three groups. Mr Rasmussen also stressed that a future President of the European Council should be a "person having clearly defined powers". He outlined that he did not envisage anyone having Presidential kind of powers that already existed in several countries in the whole world and that he saw a rather a "Chairman" that could ensure that the European Council always functioned better and which created continuity and was an external high-level representative for the European Union.
