Brussels, 26/02/2003 (Agence Europe) - Last week, Gijs de Vries, a Dutch representative at the European Convention, wrote to the President of the Convention, Valéry Giscard d'Estaing, expressing his worry about the procedure followed by the Presidium for dealing with amendments by Convention Members to the first draft Articles. The former MEP states in his letter that Convention Members must be given the time for the consultations needed for these amendments and a week was not enough. He is requesting: the establishment of a time table that would include, at a minimum, two week periods between the submission of texts by the Presidium and the tabling of amendments; establishing a standing work group, open to all Members of the Convention, for discussing amendments or the scheduling of additional plenary sessions; information swiftly announced on the plenary session agendas. Mr de Vries notes that, "At this moment, we are still uninformed about the agenda of the March plenaries…It is particularly important for the Presidium to announce when it intends to present proposals about the institutions of the Union. A clear road map of our future work is indispensable and should be realised forthwith". Mr de Vries concludes, "The Netherlands attaches great importance to our work in the Convention. It is with a view to the need for will-balanced procedures, allowing for the involvement of all members of the Convention, that the above concerns - which I will share with other colleagues - have been raised."
