20/11/2002 (Agence Europe) - The Council of Ministers has given its endorsement to a standard formula that the Member States should use for exchanging information on terrorists. The formula should, if possible, contain information on the "event" for which the person is sought or has been condemned as a terrorist, the date of the event, the first name and surname, the date of birth, nationality, passport number, criminal record, violent acts, transport used, the name of the organisation/support network, the physical characteristics (size, corpulence, colour of eyes, scars …), a photo and fingerprints. The recommendation specifies that this formula must only be used for transmitting information on terrorists and not on persons who demonstrate peacefully. This data will be confidential and must not under any circumstances be communicated to third parties without the approval of the country that first passed the information on. This formula had been proposed by Spain early in its Presidency. It takes the form of a recommendation.
