Constitutional affairs committee requests non-amended charter in future treaty

Brussels, 08/10/2002 (Agence Europe) - Following the votes on a large number of amendments, the Constitutional Affairs Committee of the European Parliament adopted by 21 votes for and 3 against, the won-initiative report of British Liberal Democrat, Andrew Duff on the impact and future status of the European Charter of Fundamental Rights (the report will be voted on during the plenary session in Strasbourg on 21-24 October). MEPs called on the European Convention to include the Charter in the future constitutional treaty without any further amendments being made at this stage to its substance. According to MEPs, possible technical adjustments could be introduced by a special new Convention. MEPs also stressed the need for the Charter to have its own legal personality, which would make it legally binding. The Constitutional Affairs Committee is also calling for the European Union to join the European Convention on Human Rights, given that making the Charter binding does constitute any alternative to joining the Convention on Human Rights.
