Brussels, 17/09/2002 (Agence Europe) - The follow-up committee to the Barcelona Process is to meet on 19 September in Brussels. The session will be preceded on 18 September, as usual, by a meeting of senior officials in charge of political dialogue. On Thursday, the Danish Presidency will inform representatives of the twelve partner countries of its priorities for this half year, and the different elements of the Action Plan adopted at the last Euro-Mediterranean ministerial conference in Valence on 22 and 23 April will be examined, especially the cooperation programme in the field of Justice and Home Affairs (see EUROPE of 24 April, pp. 5 and 12, and of 25 April, p.5). Experts from all the member countries involved in the Barcelona process should take part in discussions on the conditions and ways to ensure implementation of recommendations made by the ministers in Valence. It will also be a question of cooperation in the social and immigration fields as well as strengthened inter-parliamentary cooperation. The senior officials should, on Wednesday, tackle all aspects relating to political dialogue and to security, including the fight against terrorism. Their attention will focus on a specific point: respect of human rights. A hearing of officials of the EuroMed network of human rights defence associations is foreseen prior to the meeting proper envisaged by the European Commissioner. It will aim to specify and give details of the content of Article 2 of the association agreements. For the human rights defence associations and MEPs, its labelling is too general and vague and does not allow effective political coditionality to be established.
