Brussels, 29/08/2002 (Agence Europe) - The European Commission's DG Enterprise has just released two new "Enterprise Papers", one on technology policy in the telecommunications sector and the second on the business impact assessment (BIA) pilot project.
1) Technology Policy in the Telecommunications Sector - Market Responses and Economic Impacts: written by Heli Koski (Research Department of Finland's Economic Affairs Ministry), with the London School of Economics, the paper evaluates the impact of a reform of regulatory systems on the performance of the telecommunications sector, sheds light on the system for the dissemination of communication technologies, analyses the development of effective competition in telecoms and reviews innovation and protection of intellectual property rights. 2) Business Impact Assessment (BIA) Pilot Project - Final Report - Lessons learned and the way forward: this report by DG Enterprise is a contribution to discussions under way at European level on one of the main aspects of improving regulations, namely impact studies on regulatory proposals. The conclusions drawn in this report are based on the experience acquired during the BIA pilot project carried out from September 2000 to February 2002 to review the shortcomings identified in the business impact assessment system used by the Commission since 1986.
