Brussels, 26/07/2002 (Agence Europe) - In a contribution to the debate on the future of Europe entitled "Europe: a confederal confederation", Mark Eyskens, Member of the Belgian House of Representatives and former minister, affirms that the proposal to designate a president of the European Union for a five-year period is "interesting" but that the creation of such a function, which could "upset the institutional balance" of the Union, must be subject to "a number of rigorous conditions".
