Wuermeling gives his ideas on EU competences

Brussels, 28/06/2002 (Agence Europe) - MEP Joachim Wuermeling specifies that a paper on EU competences, that he planned to present to the Convention with other Members, is only at the "proposal" stage (see EUROPE of 27 June, p.4, and 28 June, p.6). The CSU member has sent another contribution to the Convention confirming that he plans to focus on the matter of competences and that he will draw the attention of his colleagues "from time to time" on some observations and ideas in this field. At this stage, Mr Wuermeling insists on the need to: - better organise the existing competences . "Let us work on the basis of the report of Mr Lamassoure in the EP, which proposes an intelligent method to restructure the competences. This is missing in the Florence proposal", he writes (Ed.: the consolidated treaty drafted by the European University Institute); - enable the EU to make better use of the principles of subsidiarity and proportionality. In his view, it would be necessary to verify in what areas adjustment is needed, and to focus on the key competences of the Union, as, without questioning acquis communautaire, "a certain realignment of activities should not be excluded" (there will therefore be "screening" of acquis); - recognise that "European integration needs flexibility", but also that, if one works on a fundamental or constitutional treaty, it is necessary to be "more precise" than the current "vague and general wording" on competences.
