Brussels, 14/06/2002 (Agence Europe) - At the beginning of the week, the services of Commissioner Franz Fischler should present the adjusted perspectives on developments in agricultural markets world-wide, weighty volume that is to serve as reference for the drawing up of proposals on the mid-term review of the common agricultural policy (Cap), expected for 10 July. This document will take account of the results of an analysis by the "Food and Agricultural Policy Research Institute" (FAPRI), notably on the effects, on the cereals market, of the new United States farm legislation ("Farm Bill"). The announcement of proposals on the "mid-term review" to take account of the possible effects of the "Farm Bill" was made by Mr. Fischler at the Agriculture Council of 27 May. Setting out from the principle that the "anti-cyclic" aid scheduled by Washington risks lowering world prices, it cannot be ruled out that Fischler will be led to propose, in the framework of his proposals for the mid-term review of the Cap, a reduction in the intervention price for cereals to limit the scale of export refunds and prevent them from exceeding the ceilings set by the WTO. That could, for example, be one of the lessons to draw from the Commission document on development in agricultural markets. For the rest, the Commission's major outlines for the "mid-term review" are known: - an increasingly market-oriented policy (or the contrary to the new American Farm Bill) and increasingly "green" aid thanks to increased transfers of credits to rural development.
