02/05/2002 (Agence Europe) - Last week, the JHA Council adopted without debate an annual report to the European Parliament on the "main aspects and basic choices" of the Common Foreign and Security Policy (CFSP). The report is provided for in the Interinstitutional Agreement of 6 May 1999 on budgetary discipline and improvement of the budgetary procedure, whereby the Council Presidency must consult the European Parliament once a year on such a document, including the financial implications for the general budget of the European Communities. (See EUROPE of 26 April, p.11, on the subject of the adoption by the EP of the report by British Labour member Eluned Morgan, which put an end to the polemic between the Council and Parliament over CFSP financing).
