29/04/2002 (Agence Europe) - CFSP High Representative Javier Solana said in a speech on the theme "Europe's place in the world: the role of the High Representative", on Thursday last in Stockholm, that, almost half-way through his five-year mandate, he is very encouraged by the determination of Member States to make CFSP work, despite its "complex" architecture. The relationship between the Council and the Commission has been "vital" and, he said, he has always enjoyed "excellent cooperation with the whole of the Commission team". In addition, he has noted the considerable progress made in the EU's ability to deploy a "package of instruments" rapidly and coherently, for example, in the FYROM, Kosovo and Montenegro. "Conflict is limited and contained. Lives are saved. Abuses of human rights are minimised", he noted, adding: "That is not 'soft security' - it is 'smart' security. That is not a romantic foreign policy, it's a realistic, rational, enlightened foreign policy".
