Romano Prodi urges London to play a greater role in the EU and not to give preference to relations with the United States

Oxford, 29/04/2002 (Agence Europe) - Despite considerable progress over recent years, the UK's stance in Europe "has too often been defensive (…).Perhaps attitudes are different here because of Britain's island status. Maybe there is some truth in what Winston Churchill told de Gaulle: that each time the UK has to choose between Europe and the open sea, it will always choose the open sea". This is what European Commission President Romano Prodi said in a speech given in Oxford on Monday evening, in which he urged the British to fully play their role within the European Union instead of giving preference to the transatlantic relationship. Mr Prodi asked "what makes this great nation so confident when dealing with a vastly more powerful nation over three thousand miles away, but afraid to play a full part in shaping the future of the continent to which it belongs. A part which in my opinion is indispensable". He thus hardly veiled his criticism of Tony Blair's policy towards the US partner. "Perhaps Britain sees the special relationship with the US as giving it that extra leverage in the world", said Mr Prodi, who added: "I don't think it is the case".

Mr Prodi also stressed the developments in Europe in which London has played a capital role, such as its defence initiative. "Please do not think our work in this field is somehow directed against the USA. Across the Channel, we value our American friends as much as you do. Our friendship must develop (…) into a partnership of equals", Mr Prodi remarked. He also cited single currency and the Galileo project, and said: "they will increase our strength. That is not an anti-American position. The US interest is a strong EU with strong influence in the world".

Finally, regarding the decision that the British are to take regarding the euro, Mr Prodi affirms: "it is a matter of political will and courage. A firm commitment strengthens Britain's voice within the European Union and in the world. That will be good for everyone".
