Declaration on illegal immigration by sea - Council renounces naming countries from which illegal immigrants come

Luxembourg, 25/04/2002 (Agence Europe) - On Thursday, the Fifteen adopted conclusions on illegal immigration by sea in which they announce their intention to reflect on measures that they could take with respect to countries not wishing to cooperate. On the other hand, they chose not to name the countries from which illegal immigrants come. A last version of the conclusions mentioned Syria, Lebanon, Egypt, Turkey, Morocco and Albania, "among others". The Fifteen finally preferred to call on "such countries" in general to "take all the measures necessary to prevent and combat this illegal activity". The Member States and the Commission "will review their cooperation with the countries that are not cooperating in the fight against illegal immigration", stresses the JHA Council, which also calls on these countries to readmit onto their territory "the immigrants that illegally entered the territory of Member States of the European Union". The Council noted, moreover, as it opened these conclusions, that the European Commission will conduct a study on the issue of illegal immigration by sea and will present the results of the study in February 2003, "in accordance with the overall plan to fight against illegal immigration". Priorities determined by the Council are aimed at: - improving the existing information systems and especially the early warning system; - strengthening coordination between the liaison officers on duty in the illegal immigrants' countries of origin and of transit, and - resorting to new technologies. The Council invited the Committee of Permanent Representatives of the Fifteen to work on all these issues. The matter was raised at a request from Italy. In Luxembourg, the Spanish Interior Minister, Mariano Rajoy, gave a briefing for the Spanish press alone on the tragic accident involving eleven people who died off the Canary Islands on Wednesday on board small, illegal vessels.
