Complete abolition of death penalty

Strasbourg, 25/02/2002 (Agence Europe) - The Committee of Ministers of the Council of Europe has just adopted a new protocol to the European Convention on Human Rights. This thirteenth protocol aims to abolish the death penalty in all circumstances, including for acts committed during wartime or imminent threat of war.
