Brussels, 28/01/2002 (Agence Europe) - "Israel needs the Palestinian Authority and its elected President, Yasser Arafat, as a partner to negotiate with, both in order to eradicate terrorism and to work towards peace", Monday's General Affairs Council said in the conclusions that criticised Israel but which, at the same time, call on the Palestinian Authority to put an end to terrorism and to the Intifada.
