Brussels, 28/12/2001 (Agence Europe) - An appeal so that "domestic constitutional entities" have "their place in European Union institutions" was launched, in an open letter to Jose Maria Aznar, by four Spanish members of the Green/European Free Alliance Group of the European Parliament: Carlos Bautista Ojeda (Partido Andalucista), Camilo Noguiera Roman (Bloque Nacionalista Gallego), Miguel Mayol I Raynal (Esquerra Republicana de Catalunya/Eusko Alkartasuna) and Josu Ortuonddo Larrea (Partido Nacionalista Vasco). Saying that they are taking this initiative "in a spirit of dialogue", the four MEPs note in their letter to the Spanish Prime Minister, future President of the European Council, that EU member States "of a federal nature have all found mechanisms that ensure" the participation of regions like theirs, "including in the work of the Council", whereas Spain "is the only "decentralised" Member State that continues active participation of its autonomous entities in European institutions". The Euro-MPs, who stress that they belong to "democratic parties that recommend the highest level of self-government for our respective communities", consider this to be an "anomaly that needs correcting in the framework of participation and dialogue that may be found in the dynamics of Governance and the Convention".
