Proceeding concerning imports of rubber-grade carbon blacks from Egypt and Russia

Brussels, 28/12/2001 (Agence Europe) - Following a compliant lodged on 12 November by the European Chemical Industry Council (CEFIC), the European Commission has launched an anti-dumping proceeding concerning imports of rubber-grade carbon blacks from Egypt and Russia. The allegation of dumping in respect of Egypt is based on a comparison of normal value (from a constructed normal value) and domestic prices, with the export prices of the produce to the Community. For Russia, the CEFIC established normal values based on domestic prices in a market economy; the dumping allegation is based on a comparison of normal values with the export prices to the Community. The CEFIC has provided evidence that imports of the product from Egypt and Russia have increased overall in absolute terms and in terms of market share, having a negative impact on the overall performance and financial situation of the Community industry (see OJ C367 of 21 December).
