14/12/2001 (Agence Europe) - 125 MEPs and many national parliamentarians have signed an appeal in view of the European Council of Laeken. They call on the Fifteen to back the plan for a European Constitution by end-2003 to set up a European government responsible to the EP. They also place emphasis on the Convention being responsible for drawing up a single proposal for a European Constitution.
