For EP, 2002 work programme is no "legislative programme"

Strasbourg, 13/12/2001 (Agence Europe) - As we predicted, the European Parliament expressed a severe judgement on the work programme European Commission presented to it for 2002, adopting a resolution in which it states that it "does not consider" this programme "to be a legislative programme, and regrets that the Commission should not have presented, in due time" a programme that could be defined as such (see EUROPE of 12 December, pp.13/14). In addition, the resolution presented by the EPP-ED, Socialist, Liberal, Green/EFA, United Left/NGL, UEN and EDD groups and adopted on Thursday without amendments states that: - Parliament is "strongly concerned at the fact that half the current legislative programme was executed on 30 November 2001 and that half the legislative initiatives of 2001 were not provided for in the initial programme"; - recalls the framework-agreement on Parliament/Commission relations; - stresses the need for Parliament to be able to "exercise its power of co-decision under the best conditions"
