Bundestag and National Assembly call for deep political reforms

Paris, 12/12/2001 (Agence Europe) - The Bundestag and the National Assembly, during a first joint meeting, this week under the chairmanship of Wolfgang Thierse and Raymond Forni from their commission for Foreign affairs and European affairs, adopted a joint resolution in view of the Laeken Summit, drafted by Alain Barrau and Friedbert Pfluger, that was sent to Mr Schroder and Mr Chirac, and which is in favour of "deep political reforms". The Member States must achieve the concluding of a fundamental treaty that could, after ratification, be proclaimed by the Heads of State and Government as being the European Constitution assert the French and German MPs who are in favour of: - a simplification of the treaties; - the integration of the Charter of Fundamental Rights; - a clear allocation of competencies, though without casting doubt over the acquis nor blocking the development of the European dynamic; - strengthening of the role of the national parliaments, notably by foreseeing that all future revisions of the treaty are prepared by a Convention. The parliamentarians also feel that the reform must not be limited to four subjects raised by the Nice Declaration, but define the future role of the Union and continue to extend the number of fields stemming from the qualified majority vote. The Convention entrusted with preparing this reform will also have to examine new advances to deepen integration in the fields of ESDP, CFSP and the creation of an area of freedom, security and justice.
