11/10/2001 (Agence Europe) - In a debate at the French Economic and Social Council, the French European Affairs Minister, Pierre Moscovici, placed great emphasis on the fact that the mission of the Convention for preparing for the future IGC would be to propose guidelines in the form of options since the Convention cannot replace the Intergovernmental Conference.
