Investigation into import prices for sulphanilic acid from China and India

Brussels, 20/07/2001 (Agence Europe) - The European Commission decided to look into the prices practised on imports of sulphanilic acid from China and India. The elements of proof provided by Sorochimie Chimie Fine are in fact sufficient to justify the opening of an anti-dumping procedure concerning these imports and an anti-subsidy procedure over those from India. On this basis, the dumping margin proves to be significant and the damage caused for Community industry, both in terms of global performance, employment as well as financial situation. The Commission will check this, by using the United States as a country with the reference economy to calculate the normal value of Chinese deliveries; it is indicated in one of the two opinions published in Official Journal L190. The second covers the subsidies enjoyed by Indian producers of this chemical substance generally used to produce optical azurants, food colourings and concrete binders. The allegations by European industry target the present duty entitlement passbook scheme and its predecessor, subsidies to industries located in duty free industrial export areas or in units centred on exports, as well as an exoneration from taxes on profits and a system of preferential duties for the importing of equipment goods.
