09/07/2001 (Agence Europe) - "After the Irish referendum, the European Community lingers over formal and Byzantine discussions, for fear of putting the ratification of an unsatisfactory Treaty in danger (…) it insists on denying itself the necessary means", while it only has one path to follow, the enlargement of the Union and the European Constitution. This is what was asserted by the European Parliament's European Constitution Intergroup. In a call on the Belgian Presidency, which is invited to: - launch without delay a constituent process; - bring all the Member States, before December, to agree over a new method for the reform of the European Union: a true Convention, which will have to prepare a coherent draft constitution.
