EP calls for European definition of domestic help

Brussels, 08/12/2000 (Agence Europe) - By adopting the report by the Belgian MEP Miet Smet at its November plenary session, the European Parliament noted the vague nature of the definition of paid domestic help; at the same time, demand for this time of work in increasing due to the growing number of single parent families and couples in which both spouses work full-time. Among other things, Parliament would like a European definition to be drawn up on domestic help and statistics on undeclared work to be provided, as well as for the sector of paid domestic help to be the subject of a special guideline, within the guidelines on employment, so as to oblige Member States to act in this sector. Parliament, moreover, recommends: the introduction of a specific social cover for this sector; the organisation of vocational training programmes; the simplification of administrative formalities concerning the declaration of employment to be filled in by private employers. It also wants domestic work to be tax- deductible so as to reduce the disparities between undeclared and declared work, as well as specific assistance for migrant women, especially regarding sorting out their residency permits. Finally, the EP recommends the creation of a special nominative visa for domestic help workers.
