Brussels, 03/08/2000 (Agence Europe) - The European Commission has cleared the creation of a joint-venture between the Spanish construction firm Actividades de Construccion y Servicios SA (CA), the Finnish telecommunications group Sonera and the French firm Vivendi. Called Xfera, this company has secured a licence in Spain to operate so-called third generation mobile phones, called UMTS (Universal Mobile Telecommunications Systems) that enable computer and mobile phone users to link up to the Internet as they travel and as they roam. Xfera plans to offer voice telephony, video services, Internet access and other services including e-commerce. This operation raises no concerns from a competitive point of view since the position of Xfera as new entrant will not be significant.
