Brussels, 24/03/2000 (Agence Europe) - Following the vote on some 400 amendments, the European Parliaments Constitutional Affairs Committee adopted by 12 votes, against 7 and 4 abstentions, the final report by the Greek Social Democrat Gorgio Dimitrakopoulos and the German Social Democrat Jo Leinen that relates to the concrete proposals made by the European Parliament concerning, notably, the extension of the codecision procedure and the qualified majority votes in the Council. It opts for a maximum number of 700 MEPs and for a two-stage solution for the makeup of the Commission: one member per country until 2010; 21 members after 2010. The President of the Commission will be elected from among several candidates. The President will have the possibility of raising a question of confidence before the EP.
