Poul Nielson has signed, after ten years, an indicative programme for co-operation and development - EUR 110 million for five years

Brussels, 10/03/2000 (Agence Europe) - In Rwanda for his first official visit to Central Africa (see EUROPE of 6 and 7 March, p.15), Poul Nielson European Commissioner for Development policy, signed in Kigali the national indicative programme (NIP) that is the framework for the EU co-operation for development with this country for the next five years. During the signing ceremony with the Ministers for Finance Donald Kaberuka and Alain Nadeau from the European Investment Bank, the commissioner underlined the importance of this event that comes ten years after the ending of their co-operation. The NIP will centre on the fight against poverty and the promotion of good governance, two priorities that the Commissioner welcomed the pertinence in insuring the reconstruction of Rwanda and a better future for its people. Through a initial financial envelop of EUR 110 million (taken from the 8th European development fund) the EU demonstrates its support for the rehabilitation of this country after the genocide in 1994 as well as its long-term development. This amount may be increased in light of the developing situation, of the country's needs and the implementation of the programme.
