Commission defines environmental liability system envisaged to give substance to polluter pays principle

Brussels, 09/02/2000 (Agence Europe) - On Wednesday, the Commission presented the main lines of the environmental liability that it plans to establish in the Union in order to guarantee that, in future, polluters are effectively recognised as liable for the damage they cause to the environment, and should therefore bear the cost.
