In a study published on 22 June, the EU Institute for Security Studies (EUISS) argues that Europe has the means to build a credible deterrence posture with less US support, provided it strengthens its resources, its readiness – that is, transforms its resources into effective military power – and its resolve to defend itself.
The report’s authors recommend building a European deterrence force suited to a reduced US presence in Europe, mobilising additional resources at EU level and making defence spending a driver of innovation, competitiveness and the creation of highly skilled jobs.
They also say it is necessary to optimise spending by favouring faster procurement cycles and mass-produced capabilities that are easy to develop and scalable.
Finally, the report recommends greater flexibility and a stronger resolve, through a more robust conventional and nuclear posture, more frequent and demanding military exercises, enhanced forward deployments and more systematic planning to address hybrid threats.
