Hungary officially submits revised post-Covid-19 Recovery and Resilience Plan to European Commission

The European Commission confirmed, on Wednesday 10 June, that the Hungarian authorities had officially submitted a request to revise Hungary’s post-Covid-19 Recovery and Resilience Plan, detailing the reforms and investments that the country intends to carry out by the end of August, with a view to securing the release of European funds (see EUROPE 13877/1).

We can confirm that Hungary has formally submitted its updated Recovery and Resilience Plan. This submission follows several weeks of intense discussions between the Hungarian government and the Commission and builds on the political agreement announced by President von der Leyen and Prime Minister Magyar on 29 May”, said Maciej Berestecki, spokesperson for the European Commission, in a statement sent to Agence Europe.

According to the spokesperson, Hungary’s revised plan contains “reforms in a wide range of areas, including addressing corruption and Rule of law concerns”, as well as “investments that will support key sectors such as energy, housing, transport and SMEs”.

On Tuesday evening, Prime Minister Péter Magyar had submitted to the national Parliament a package of reforms aimed, in his own words, at “ending the corruption of the Orbán era”.

This package is intended to implement the 27 ‘supermilestones’ on anti-corruption and the rule of law, non-compliance with which is preventing any disbursement of European funds to Hungary, amounting to a total of more than €16 billion. Included are: a reform of public interest trusts, public procurement legislation, as well as participation in the European Public Prosecutor’s Office.

The Commission’s objective is for this revised Recovery and Resilience Plan to be adopted at the July Ecofin Council. (Original version in French by Mathieu Bion)
