European Commission presents draft budget plan for 2027

The European Commission presented its draft budget plan for 2027 on Wednesday 10 June. As the last budget under the 2021-2027 Multiannual Financial Framework (MFF), it currently amounts to a total of €199.9 billion in commitment appropriations. This amount includes, in particular, €54 billion devoted to the common agricultural policy (CAP). An envelope of €44 billion is allocated to regional development and cohesion policy, while €14.5 billion is earmarked for the European Social Fund Plus (ESF+). There is also €15.5 billion “to support EU partners and interests around the world”, the institution explains, including €10.1 billion under the neighbourhood instrument (‘NDICI-Global Europe’).

The draft, which must be adopted by the European Parliament and the Council of the EU before the end of 2026, also includes €17.3 billion for “resilience and values”, including €4.5 billion for Erasmus+. €13.8 billion is also allocated to research and innovation, with €12.8 billion intended for Horizon Europe, the Union’s flagship programme.

As regards aid to Ukraine, an additional €4 billion in grants will be available under the Ukraine Facility. “In addition, €90 billion in loans will be made available to Ukraine over the 2026-2027 period under the new Ukraine loan support instrument”, the institution recalls in a press release.

Presented on Wednesday to the European Parliament’s Committee on Budgets (BUDG) by Commissioner for Budget and Administration Piotr Serafin, the draft prompted varied reactions, while in parallel negotiations are under way among the co-legislators on the budgetary framework for 2028-2034.

Room for manoeuvre has largely been exhausted. One can only hope that no major disaster occurs and forces the EU to intervene”, warned Rasmus Andresen, the Greens/EFA group coordinator. “In this context, the attitude of the Member States, which want to reduce the size of the EU budget, is irresponsible”, the German MEP further argued, referring to the talks that are set to intensify among the EU27.

The Cyprus Presidency of the Council of the EU is expected to unveil its quantified negotiating basis (‘negotiation box’) on the post-2027 long-term budget on Thursday afternoon.
