Implementation of judgments of European Court of Human Rights progresses, but faces “challenges

Published on Wednesday 25 March, the 2025 report of the Committee of Ministers of the Council of Europe on ‘Supervision of the Execution of Judgments and Decisions of the European Court of Human Rights’ notes that “significant progress” has been made but stresses that “challenges remain”.

The number of cases definitively closed by the Committee of Ministers in 2025 is a major step forward: 949, compared with 894 in 2024, an increase of 6.2%.
