18/11/24 (Agence Europe) – On Monday 18 November, the EU Council of Ministers adopted without debate the revision of the Plant Health Act, which provides for the creation of an EU Plant Health Emergency Team to help Member States or third countries bordering the EU, at their request, to take measures to prevent the appearance of EU quarantine pests and harmful organisms (see EUROPE 13398/22). EU countries will have to establish new multi-annual risk-based survey programmes, which guarantee the timely detection of dangerous harmful organisms every five to ten years. Importers into the EU will be required to declare, in a phytosanitary certificate, the measures taken to ensure compliance with quarantine rules on harmful organisms.
