EU and Member States maintain position as world’s leading provider of Official Development Assistance in 2023

On Monday 24 June in Luxembourg, the Council of the European Union approved its conclusions on the EU’s Official Development Assistance (ODA) objectives in a thirteenth annual analysis report intended to inform the European Council.

Based on data from the Organisation for Economic Co-operation and Development (OECD), the EU Council notes in its conclusions that in 2023, the EU’s collective ODA reached €95.9 billion, compared with €93.3 billion in 2022 and €71.6 billion in 2021.

The EU and its Member States have maintained their position as the world's largest provider of ODA, accounting for 42% of global ODA in 2022 and 2023.

In 2023, the EU’s combined ODA represented 0.57% of the EU’s gross national income (GNI).

The Council of the EU stresses that it is “urgent” for the EU and its Member States to take additional measures to achieve both the individual targets and the EU's collective commitment to devote 0.70% of its GNI to ODA and to devote 0.20% of its ODA to the least developed countries by 2030.
