On Friday 19 April, the EU Council decided to adopt restrictive measures against four Israeli settlers and two entities.
The EU considers that they are “responsible for serious human rights abuses against Palestinians, including torture and other cruel, inhuman or degrading treatment or punishment and for the violation of right to property and to private and family life of Palestinians in the West Bank”.
They are Lehava, a radical right-wing Jewish supremacist group that “uses violence and incites violence against Palestinians, Christians and Messianic Jews”, and Hilltop Youth, a radical youth group made up of members known for their violent acts against Palestinians and their villages in the West Bank. Two of its leading members, Meir Ettinger and Elisha Yered, have also been sanctioned for their involvement in murderous attacks against Palestinians in 2015 and 2023.
Neria Ben Pazi, who has been repeatedly accused of attacking Palestinians in Wadi Seeq and Deir Jarir since 2021, and Yinon Levi, who has been involved in multiple acts of violence against neighbouring villages from his home in the illegal outpost of Mitarim Farm, are also subject to measures.
Persons covered by the sanctions regime are subject to an asset freeze and it is prohibited to provide them with funds or economic resources, directly or indirectly, or for their benefit. In addition, a travel ban to the EU applies to listed individuals.
