Russian invasion of Ukraine / Ukraine

Two years after invasion, European leaders reiterate support for Ukraine “for as long as it takes

On Friday 23 February, the Presidents of the European Council, Charles Michel, the European Commission, Ursula von der Leyen, and the European Parliament, Roberta Metsola, paid tribute to the “fortitude and determination” of the “heroic” Ukrainian people on the “tragic” anniversary of Russia’s invasion of Ukraine.

Every day, Ukraine is facing the constant brutal and indiscriminate attacks of its aggressor. More than ever, we remain united and true to our promise to support Ukraine for as long as it takes”, they pledged in a joint statement. The leaders made it clear that the EU would continue its “strong and unwavering” political, military, financial, economic, diplomatic and humanitarian support to help Ukraine defend itself, protect its population, cities and critical infrastructure, restore its territorial integrity, bring back the thousands of deported children and put an end to the war.

We will continue to address Ukraine’s pressing military and defence needs, including deliveries of urgently needed ammunition and missiles”, Ms von der Leyen, Ms Metsola and Mr Michel also promised, adding that they would continue to increase the production capacity of the European defence industry, “which will allow us to step up our military support and cooperation with Ukraine while simultaneously strengthening our defence readiness and European sovereignty”. The presidents also reiterated that the EU was working on future security commitments.

In their view, “Russia and its leaders will pay a growing price for their actions”. While recalling the sanctions already adopted (see other news), they said they were ready to increase the pressure on Moscow. They added that they would continue their targeted actions to isolate it further in international forums.

The presidents also warned that Russia and its leaders bear sole responsibility for this war and its global consequences, as well as for the serious crimes committed. They said they were determined to hold them to account, including for the crime of aggression.

The leaders also underlined their support for the Ukrainian peace formula and for efforts to organise a global peace summit with the broadest possible international support.

In addition, a Commission source confirmed on Friday that Ursula von der Leyen would be travelling to Kyiv on Saturday 24 February. She will be accompanied by the Belgian Prime Minister, Alexander De Croo, whose country currently holds the Presidency of the EU Council.
