03/01/2024 (Agence Europe) – The recommendation of the Council of the European Union of Monday 18 December 2023 on the creation of a European framework to attract and retain researchers, innovation and entrepreneurs in Europe was published on 29 December in the Official Journal of the European Union. This non-binding recommendation formalises the agreement reached by the European Research Ministers on Friday 8 December (see EUROPE 13310/10). It aims to retain European researchers and make Europe an attractive destination for foreign R&I players by improving, among other things, their living and working conditions and work-life balance. This proposal includes a revision of the Charter for Researchers dating from 2005 and incorporates an initiative for a European framework of competences for researchers (ResearchComp) (see EUROPE 13222/23).
