Jacek Saryusz-Wolski does not support MEPs’ proposals to reform EU’s institutional architecture

Jacek Saryusz-Wolski MEP (ECR, Polish) does not support the proposals to reform the institutional architecture of the European Union as submitted by the task force of the European Parliament’s Committee on Constitutional Affairs (AFCO) (see EUROPE 13241/10).

He told EUROPE on Monday 4 September that he had withdrawn from the group of negotiators at the end of August in protest and in disagreement over the substance of the agreement.

According to Mr Saryusz-Wolski, none of the proposals put forward by the sovereignist group were accepted. In particular, he cites: - the modification of the procedure known as ‘Article 7 of the TEU’ with a view to automatically closing this procedure six months after it has been initiated; - strengthening the principle of subsidiarity with regard to the division of powers between the European and national levels, with the creation of a chamber within the Court of Justice of the EU to monitor compliance with this principle and the creation of a ‘red card’ mechanism that would allow national parliaments to reject European legislation.

In a letter sent to the members of the negotiating group on 22 August, Mr Saryusz-Wolski criticised the lack of transparency and the unfair nature of the decision-making procedure within the working group, which, in his view, should have been based on consensus. He also criticises the anti-democratic and ideological nature of proposals that would weaken the Member States to the benefit of the EU, for example by moving from unanimity to qualified majority voting in EU Council decisions.
