25/05/23 (Agence Europe) – In a consultation opened on Tuesday 23 May, ACER invited EU electricity network experts to identify and define the concept of ‘structural congestion’ in electricity networks. The Agency considers that the current definition in the Capacity Allocation and Congestion Management Regulation (CACM) uses vague terms such as ‘congestion’, “which can be unambiguously defined, is predictable, is geographically stable over time and recurs frequently under normal power system conditions”. The Agency requests that the definition be improved, in particular by benefiting from quantitative criteria to better identify congestion.
