European Parliament and Council of the EU formalise commitment to adopt ‘Pact on Migration and Asylum’ texts by February 2024

On Wednesday 7 September, the European Parliament and the Czech Presidency of the Council of the EU formalised their roadmap on the ‘Pact on Migration and Asylum’, in which both parties commit to doing their utmost to adopt all the legislative texts of the ‘Pact on Migration and Asylum’ by February 2024, before the European elections are held in 2024 (see EUROPE 12998/10).

The roadmap therefore involves all the forthcoming EU Council Presidencies (Sweden, Spain, Belgium) as well as the French Presidency, which at the start of 2022 had started drafting the roadmap on the initiative of the European Parliament, and in particular Renew Europe.

In order to meet the joint commitment to conclude the reform in the current legislative cycle, negotiations on the respective dossiers should be concluded by February 2024. The implication is that negotiations between the co-legislators should start by the end of 2022 at the latest. We believe that by combining our efforts, the European Union can make real progress and achieve results before the end of the current legislature”, said the Czech Presidency, the European Commission and the European Parliament in a joint statement issued on 7 September. This roadmap “is a clear sign of our commitment to conclude the work”, the three institutions added.

As a reminder, the Pact on Migration and Asylum, which was presented in September 2020, contains regulations on managing asylum and migration, asylum procedures at the border, the Eurodac database, crisis management and management of force majeure situations, as well as the regulation on the screening of migrants.

The roadmap also covers the outstanding dossiers of the former ‘Asylum Package’ that was published in 2016, including the Qualification Directive, the Directive on Reception Conditions for Asylum Seekers and the Resettlement Regulation, which have been subject to partial agreements.
