Anti-coercion tool, three measures proposed by European Commission questioned by EU Council lawyers

The Legal Service of the Council of the European Union considers that certain measures of the proposed regulation for an anti-coercion instrument (see EUROPE B12849A1) need to be examined. In a note dated 30 August and obtained by EUROPE, it questions the legal basis of three measures proposed by the European Commission to respond to third countries which exert economic coercion on the EU or one of its Member States.
