Recovery and Resilience Facility, Commission approves preliminary assessments for Spain and Slovakia

On Monday 27 June, the European Commission approved positive preliminary assessments for Slovakia and Spain under the Recovery and Resilience Facility (RRF).

The Slovak request aims to obtain an initial instalment of €398.7 million in the form of grants (excluding pre-financing).

Bratislava submitted a payment claim on 29 April based on the achievement of the 14 milestones identified by the EU Council for the first tranche. They cover reforms in the judiciary and higher education, the budgetary framework, the energy system, sustainable mobility, the fight against corruption, the digitalisation of the public sector as well as the Slovak audit and control system for the implementation of the RRF.

For Spain, this is a second request for payment of €12 billion in subsidies. On 30 April, Madrid submitted a payment claim to the Commission based on the achievement of the 40 milestones and targets set by the EU Council for the second tranche. They include investments and reforms in green and just transition, labour markets, pensions, regulated professions, digital connectivity and R&D, healthcare, education, support for vulnerable groups, entrepreneurship and micro-enterprises, tax avoidance and green taxation, as well as efficient and sustainable public spending.
