17/05/2022 (Agence Europe) – On Thursday 12 May, the European Commission published the Staff Working Document on its European Chips Act proposal, a document eagerly awaited by the Member States in order to make progress in the EU Council negotiations (see EUROPE 12929/28). The 120-page document covers all aspects of semiconductors, such as value chains (Chapter 1), shortages and disruptions (Chapter 2), market trends (Chapter 3) and technological developments (Chapters 4, 5 and 6). The document then goes on to detail the three pillars of the initiative, namely: the substantial reinforcement of innovation production capacities (‘Chips for Europe’), the development of a framework to secure supply, and finally, coordination between Member States in times of crisis.
