Digital rights and principles, French Presidency of EU Council emphasises respect for human rights

The members of the EU Council’s Telecommunications Working Party worked on Thursday 28 April on the French Presidency’s compromise document on the ‘Declaration on Digital Rights and Principles for the Digital Decade’.

Few changes have been made by the FPEU in this new version of the compromise text. The focus was on human rights, with a reminder of the values of respect for human dignity, freedom, democracy, equality and the rule of law.

A number of additions, described as “minor” by the FPEU, have also been made to ensure greater coherence of the text with existing legislative instruments or those under negotiation.

On this point, the document specifies several aspects concerning the development of artificial intelligence, insisting on the need for systems that are “trustworthy” and “used in full respect of the fundamental rights of individuals and the values of the EU”.

The text also highlights the need for algorithmic systems to “avoid unlawful discrimination” and be based on “adequate data sets”.

Finally, the FPEU also replaced the terms “hybrid and cyber threats” with the more generic notion of “malicious cyber activities”.

Several references to the cultural and linguistic diversity of the EU have also been added to the article on participation in the digital public space, which deals, among other things, with pluralism in democratic debate and access to information.
