European Commission revises 2022 budget upwards by €12 billion

On Friday 28 January, the European Commission adopted the draft amending budget n°1 for 2022 on the impact of transfers on the 2022 commitment appropriations of several funds under shared management which are included in different headings of the Multiannual Financial Framework (MFF).

The remaining transferred amounts will be included in the respective draft EU budget plans for 2023, 2024 and 2025.

The net impact of this draft budget plan on 2022 expenditure is an increase of €12.247 billion in commitment appropriations (no additional payment appropriations). 

The regulation on the MFF 2021-2027 was adopted in December 2020. However, the legislative framework for the funds under shared management for the period 2021-2027, in particular the regulation on common provisions, was adopted in mid-2021.

Article 7 of the MFF Regulation provides for a specific adjustment of the MFF ceilings allowing for transfers of the 2021 amounts of commitment appropriations for identified funds under shared management, either unused or carried over, in the case of the adoption after 1 January 2021 of new rules or programmes under shared management.

The funds concerned include the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund, and the European Agricultural Fund for Rural Development.
